The African Union, established as a unique Pan African continental body, is charged with spearheading Africa's rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a New Partnership Worldwide. Its Headquarters is located in Addis Ababa, capital of Ethiopia.
In seeking to achieve the above objectives, the African Minister’s Council on Water (AMCOW) through the African Union seeks to fill the vacant position of Executive Secretary for its Secretariat to strengthen its capacity to deliver by, among others, the implementation of a new organizational structure and the filling of all vacant posts.

BACKGROUND INFORMATION
The African Ministers’ Council on Water (AMCOW) was formally launched in Abuja, Nigeria, on 30th April 2002. AMCOW’s membership consists of all African Ministers with responsibility for water resources and addresses global and regional water policy challenges. The mission of AMCOW is to provide political leadership, policy direction and advocacy in the provision, use and management of water resources for sustainable social and economic development and maintenance of African ecosystems and strengthen intergovernmental cooperation to address the water and sanitation issues in Africa. The strategic directions articulated by the African Union Heads of State and Government in the Sirte Declaration of 27th February 2004 entitled “Challenges of Implementing Integrated and Sustainable Development in Agriculture and Water in Africa” provides a firm basis for AMCOW’s interventions in water governance on the African Continent.
The Commission of the African Union, therefore, invites applications from citizens of AMCOW Member States for the position of Executive Secretary in the AMCOW Secretariat, Abuja, Nigeria, who will be mainly in charge of administration, programme coordination and overall management of the Secretariat.

2. Major duties and responsibilities

AMCOW is the highest water policy-making body in the continent. The Executive Secretary shall serve as the Secretary to this body and shall be required to liaise with all Ministers of Water in the continent. Specifically, the Job holder shall perform the following tasks:
Function as secretary to the Council and Executive Committee and Technical Advisory Committee (TAC) and other meetings called by AMCOW.
Develop programmes, strategies and draft policies and directives for consideration and approval by the AMCOW structure.
Ensure, in coordination with the Ministers and National Focal Persons, implementation of the decisions taken by AMCOW.
Interaction with Strategic Partners: Promote AMCOW’s Programme of Action and Plan of work to be undertaken in consultation with African Governments and African Union (AU), Regional Economic Communities (RECs), New Partnership for Africa’s Development (NEPAD), Association of African Universities, African River and Lake Basins Organizations(R/LBOs), African Network of Basins (ANBO), United Nations Environment Programme (UNEP), United Nations Economic Commission for Africa (UNECA) , the African Development Bank (AfDB) as well as with other UN Agencies and Civil Society Organizations (CSO) involved in the development and implementation of AMCOW’s collaborative programmes.
Advise, at the operational and policy level, Governments, Inter-Governmental Organizations (IGOs) and Non-Governmental Organizations (NGOs) on the implementation of the AMCOW Programme, and the translation of their needs into programmes and activities.
Coordinate and integrate the implementation of the AMCOW Programme with other programmes and activities undertaken by governmental, non- governmental organisations, AU, RECs and UN Agencies in Africa and maintain close contacts with senior focal points in these Agencies.
Ensure the establishment of guidelines and standards for the implementation of the various components of the AMCOW Programme.
Develop methodologies and approaches for the formulation of effective AMCOW programmes, at the continental, regional and sub-regional levels, and their integration in the African Governments' National Plans and Poverty Reduction Strategy Papers (PRPs).
Promote technical cooperation between African countries within the context of the AMCOW Programme including liaising with the host country.
Promote technical cooperation with African ministerial bodies such as Agriculture, Finance and Economic Planning, Health and Population, AMCEN, AMCOST, FEMA, etc. within the context of the AMCOW Programme.
Organize the review, evaluation and follow-up of AMCOW programme and activities.
Develop an AMCOW resource mobilization strategy, ensure its implementation, coordination and perform public relations activities.
Maintain close links with the Resource Mobilization Unit of UNEP – Water Trust Fund, African Development Bank (AfDB) particularly the African Water Facility (AWF), Development Partners, the Donor Community (government, financial institutions and private sector) to seek and negotiate support for the various components of the AMCOW Programmes.
Ensure that appropriate contractual arrangements between the Donor Community and AMCOW are carried out.
Serves as Spokesperson in consultation with AMCOW President for the Council on day-to-day basis.
Plan and evaluate work carried out within the AMCOW Secretariat in terms of organizational goals, programmes and policy issues, establishing approaches to the resolutions of current problems.
Responsible for overall management of the Secretariat.
Perform any other functions required in connection with the implementation of the AMCOW Programme of Action and Plan of work required by the AMCOW President, AMCOW Vice Presidents and Chair of AMCOW-TAC.
3. Educational Qualifications:
Candidates must have at least Post-graduate (Masters) degree in the Natural Sciences or Engineering (i.e. hydrology, geography, environmental science, water resources management) and/ or equivalent discipline.
A qualification in both project management and public administration (recognised diploma or certificate) would be an added advantage.
4. Work Experience:
Fifteen years of practical work experience with national government and / or international organizations is required.
Candidates must have at least ten (10) years of appropriate experience in Senior Management position, including experience in design and development of policies and strategies; and management of international organizations.
Substantial experience with international, regional and national policy processes related to water resources management, sanitation and environment.
5. Other relevant skills
Strong experience in public sector with related experience dealing with private sector and civil society bodies.
Familiarity with international and regional policy processes related to water resources development and management.
Computer literacy.
Working knowledge of policy analysis and development and programme/project management, implementation and monitoring.
Management experience, excellent interpersonal skills and ability to organize and motivate others and to work in a multi-cultural environment.
Excellent drafting and reporting skills.
Good planning and organizational skills.
6. Language requirement: Proficiency in one of the African Union working languages. Knowledge of one or several other working language(s) would be an added advantage.
7. Age Requirement: Candidates should preferably be 35 years old or above.
8. Tenure of Appointment: The appointment will be made on a fixed term contract for a period of three (3) years (renewable once subject to satisfactory performance), of which the first twelve months will be considered as a probationary period.
