You're mistaken; the US has only been a force for negative global development. It spends a few dollars in the Third World for political/influential motives, as a dollar can make a difference there, and because it can afford to spend a few dollars. Millions of American citizens are suffering from poverty, malnutrition, lack of shelter and medical care, etc. The US can't help, because it doesn't cost a few dollars (like in the Third World) to help them; it costs $billions.
