No need for dictatorship socialist or Islamic, democracy can work in Somalia. The SYL was a perfect example of Somali democracy in action, even with all the problems, the system and the institutions were being slowly developed. After the assassination of the late president shermarke(AUN), somalia lost it's way and became prostitute of larger nations from Russians, to the arab league.
The other problem is qabil, and any government in Somalia has to seriously tackle it. Not by kidnapping children or making it illegal to talk about qabil, but by creating social programs so that the benefits of qabil are eliminated and the government becomes your 'tol'.
Right now in rural somalia, more than any place qabil or confederations of qabils is necessary for survival. (Those in the west have no reason to be qabiliste)
Qabil is the Somali identity, their are no I.D cards. When somali's send money to those abroad, their qabil(abtiris) is their only I.D. This has to seriously change, and we need to move from qabil identity to individual identity.With the right people, we can make it work, but it will take time and a lot of luck.
