Walee Waa Yaab

How is it possible to make an administration in a land that is not your's.
I can understand if they say that we want to establish some kind of functioning administration in Caabdud-Waaq and Balanbale and Gedo...One administation in the two Gal-Gaduud districts of the Beesha and another one in Gedo...The two admins would then have working relationships....That would make sense....Laakiin Jubooyhinka?

Ninbaa laga sheegay ma'anaa waalan mise Cadan baa laga heesayaa?
