In decree from the office of Shariff Sheikh Ahmed on Monday evening he has fired the highest ranking officer of the Military, Security, Police and the Prison guards.

The decree in which its content were fired by these officer came after the concise cabinet of Ministers of the Somali Transitional Federal government have pressurized the President to fire the officers, the Somali PM: Mohamed Abdullah Farmajo was among the Ministers and the concept of the officers to be fired.

The names of the 4 officers who have unexpectedly missed their ranks are as follows:

1. The commander of the Somali armed force; Brigadier General Ahmed Jimale Geedi

2. The commander of the Police Force; Brigadier General Ali Mohamed Hassan Loyaan.

3. The commander National Security; Brigadier General Mohammed Sheikh Hassan Hamud.

4. The commander of the Prison guards, Brigadier General Abdullah Moalim Ali.

I don't understand the way the TFG works. Is it Sharif that fires people or Farmajo? If it's Sharif, what is the point of having Farmajo?

The army comes under the defence ministry which in turn will mean it comes under Farmaajo, right?

Kukri, we know that but, like we all play along and call Sharif president, we must also pay lip service to proper procedures and the like.
Anyway, I simply wanted to know the difference in duties between Sharif and Farmaajo.

But why does Farmaajo have to involve Sheikh Sharif? He is the PM and this should be within his jurisdiction. If there was a cabinet reshuffle, is it done by Sharif or Farmaajo? Does the army command fall under the authority of the PM/Cabinet or is it directly ruled by the president?

The people that were sacked are not part of the Cabinet and Parliament, they come under the senior part of the government, so Farmaajo can sack anyone he wants in the cabinet and the parliament, but he cannot sack anyone in the senior government without the president consent. Farmaajo can decide to sack anyone in the senior government but he cannot sack them until the president agreees, and alhamdulilah Farmaajo is intellectual and he has good relation with the president so it was easy for sheik shariff to agree with Farmaajo. You get it now bro?

Edo don't worry, this is good thing. Farmaajo has better qualified people to take over these positions. Farmaajo is trying to get rid off all the trouble makers and moryaan's he is cleaning TFG.

I understand that because of the situation Somalia finds itself in, and due to simple decorum, the PM may need to consult with the president on such issues but, surely, it still remains for the PM to hire and fire here, not the president. Unless, of course, the TFG charter/Somali constitution treats the armed forces as being under the direct control of the president and not the PM.

-Firstly the defence minister cannot sack any military figures only the PM can do that, but the defence minister can ask and negotiate with the PM if he as issues about particular military figures and he can bring it forward to the PM.

-The are different criteria in the government; senior figures and xukumad figures, the senior figures are under the president, in this case the people that got sacked come under this, the army has senior figures and xukumad figures, the PM can fire xukumad figures in the army and not the senior figures without President's consent.

It confusing but the government has different levels and different levels come under the two top figures in the government i.e the PM and President.
