The man was ruling for 21 years there is no way he was going to just step down because there was someone there who could do his job. This is what his followers would argue but the honest truth is he did what most dictators do, let the country burn if his not going to rule. the same thing qadafi is doing now. usc were a rebel group that is it, their whole purpose was to get rid of him after they accomplished that they turned on each other. what do you expect from rebels. anyways that is another topic all together. either way if he did step down then there would have been no blame for him at all but since he was taken out by force there will always be those who accuse him of having some responsibility.
