Without doubt its King Mohammed VI of Morocco! The way he brushed aside the 2011 Arab Spring and simulated democratic change without changing anything was both amazing and disturbing in equal measure!

If you have time, I suggest you read at least one of the two articles below to have a deep understanding of how the regime's deception became as much state of the art as it is an art of the state.
