actually the arabic sign on the first picture says its funded and carried out by an arab NGO,so I suspect sheikh Ibrahim and Co. hooked it up.

Or the NGO done it on it's own will and this is just another cheap political stunt by the ruling party using so called UWSLF and members of the Diaspora

Maybe because the UWSLF recently signed a peace agreement with the TPLF. The Arab NGO on it's own will done something beneficial for the people of the Ogaden. So the TPLF gathered former UWSLF members and diaspora to take pictures in front of the machine to send out a false message there is "real development" in the region, while realistically they didn't have anything to do with it.
