
remember there is a context in this and that would explain the vague wording because the somaliland side has a political constituency that are very naïve, so the talks are playing into this while getting to the heart of the matter, which is ending the transition and getting consent of all the political actors in Somalia, so that the tfg can extend its political mandate, this noting more then getting "Consent of the governed"
the simultaneous talks between stake holders in nairobi and somaliland tfg in london shows you clearly that somaliland is part of ending the transition, its just somaliland doesn`t want to be seen with somalia because that would unmask treasonous prostitution of siilanyo regime and hisactive complicity in the TFG processConsent of the governed" is a phrase synonymous with a political theory wherein a government's legitimacy and moral right to use state power is only justified and legal when derived from the people or society over which that political power is exercised.

3) since when did 2 separate countries share humanitarian assistance, this section clearly shows you that somaliland want their part of the aid that is flowing into xamar
