Communique from IGAD/AU/UN Jubbaland conference

Jubbaland State is becoming a reality with this foundation now being adhered to by the international community, regional states, and the main groups involved.

The Communique from the conference prepared and hosted by IGAD and the AU with support from the UN was signed by the 5 important groups representing the state.

1. TFG represented by the deputy interior minister Dr Abdi Ali Hassan (Marehan/Uurmidig)
2. Gedo Defense Forces represented by Gen. Abdullahi Sheikh Ismail "Fartaag" (Marehan/reer Ugaas Shermaake)
3. Azania represented by Prof Mohamed Abdi Mohamad "Ghandi" (Ogaden/Talomoge)
4. Ahlu Sunnah Wal Jamee' represented by Sheikh Mohamed Yusuf Mohamud "Aw-Libaax" (Marehan/Celi)
5. Ras Kambooni represented by Macalin Mohamed Ibrahim (Ogaden/Mohamed Subeer)

The Foundations agreed to is thus:

-Jubbaland State is to be a regional federal State under the Federal Constitution of Somalia
-Jubbaland State is to be formed by the merger of Gedo, Lower Jubba, and Middle Jubba regions
-Jubbaland State representation will be based on current State and District partition
-Jubbaland State will have three branches of state government: Executive, Legislative, and Judicial
-Jubbaland State will unite differing militias as unitary state security
-Jubbaland State will be democratic and respect the rights of minorities
-Jubbaland State will be based on Sharia Law

The groups will now have subsequent meetings and interactions to work out the attainment of this plan.

This will be a milestone in the annals of conflict resolution in the southern-most regions of Somalia. This is the first time Ethiopia, Kenya, the TFG, and the main groups have agreed upon a structure and process to finally form the much anticipated Jubbaland State of Somalia.

STAKEHOLDERS’ CONSULTATIVE FORUM AT KCB KAREN LEADERSHIP CENTRE, NAIROBI, KENYA, THURSDAY, 28TH JUNE TO 30TH JUNE 2012

STATEMENT OF PRINCIPLES AND PLAN OF ACTION


As military progress towards Kismayo continues a complementary political track to secure the future of the Gedo, Lower and Middle Juba regions has opened up. On 28 June 2012, the Transitional Federal Government (TFG), Ahlu Sunna Wal Jamaa (ASWJ), Azaania, Harti group and Ras Kamboni, convened at the KCB Leadership Centre in Nairobi for a three day consultative meeting organized by Ethiopia, Kenya, and the TFG under the auspices of IGAD.

The delegates after deliberations agreed on the following issues:

The establishment of an Interim Regional Authority as a complementary political track to military operations in the Gedo and Lower and Middle Jubba regions of Somalia:

1. Formation of the Interim Regional Authority.

That the interim regional authority (Interim Authority) be established in line with the National Federal Constitution to be adopted. The Authority shall:

· Be made up of three regions (Lower Jubba, Middle Jubba and Gedo);
· Be based on districts and regions;
· Have three branches of government:

a) The Executive
b) The Legislative
c) The Judiciary

· Have unified security arrangements;
· Be established before the end of Somalia’s Transitional Period in August 2012;
· Live in peace and harmony with its neighbours, both within Somalia and the neighboring countries.

2. Process

a) That the process be conducted within the framework of the IGAD Grand Stabilization Plan and the National Strategy for Reconciliation & Stabilization in the Newly Accessible Areas of south central Somalia.

b) That the process for the establishment of the Interim Authority shall be consultative, inclusive, broad-based and guided by the following principles:

· Democracy
· Justice
· Respect for minority rights
· The tenets of Islam and Sharia law

3. Commitments

The delegates undertake to:

a) Take ownership of the process;
b) Give unwavering support to the process and implementation of its outcome;
c) Take responsibility to create awareness in Somalia and to mobilize support for the process among their constituents;
d) Resolve their remaining differences peacefully and in a cordial and brotherly manner;
e) Cease all hostilities and negative propaganda;
f) Move with urgency to avoid an administrative vacuum;
g) Continue to fight Al-Shabaab;
h) Promote the rehabilitation, reconstruction and recovery of the region
i) Raise awareness of this agreement, mobilize support among their constituents between the 2nd and 8th of July 2012, and to prepare for the first meeting of the technical committee

4. The delegates further undertake to:

a) Establish a Technical Committee to plan and guide the rest of the consultative process with a mandate to:

· To engage other stakeholders in support of this consultative process
· To work on a draft agenda
· To agree upon the structure and process for negotiation, including representation, venues and timelines
· To hold its first meeting on 9th July, 2012

b) Nominate representatives to the Technical Committee.

The delegates further agreed that the culmination of the consultative process would be a conference to establish the Interim Regional Authority before the end of the Transition.

Acknowledging that this meeting did not include all stakeholders, the delegates agreed to leave the door open for other actors to join the process and the Technical Committee.

The delegates called upon the international community the AU, IGAD and the UN to assist with the process.

The delegates affirmed that the current National Transitional Period will conclude in August 2012.
Hence the number of delegates whom after 3 long day deliberations agreed on such issues; a total of 5 groups but in Voltages version of the 5 the Harti Group's signatures is missing, our rep. though General Mohamed Warsame (Darwiish) initial (MW) is there with the rest of the other signatures initials... I suspect foul play, the old cut and paste technique :lol:

D-Runner, bacda iska bixi sxb. The source I got it from probably forgot to scan the last page which contains Darwiish's signature. I for one welcome the participation of Harti Group and their signature on the agreed upon foundation of Jubbaland State. Let's move forward with respect, civility, and brotherhood to build a strong State molded around the idea of Puntland State.

In light of the new information, I will update the signatories thus:

This is actually something. 3 of the signitories actually hold land, sway i side jubbaland namely ahlu sunnah, kambooni, tfg. Biggest thing that strikes me is that all the signitories are darood with no hawiye, raxanwein or minorities.

It is very much something and I think it is a sign of maturity that they have recognized each others' stakes and are now moving forward to work together. Only a vibrant and strong Jubbaland with legitimate widespread mandate can arise from this peaceful process. :up: :som:

I think the emphasis on the Darod is because of the much understood reality that the Darod (namely Marehan and Ogaden) are the single largest player in the area envisioned as Jubbaland. The Harti of course have to be part of the Darod consensus. Unite them and get their majority backing and the state is basically formed. Minority rights will of course be protected and included in the envisioned Jubbaland as the majority group has signed.

the minorties like galjeecel and tuuni and sheekhal have been sweeetened by ogaden months ago with signatories, the TFG foreign envoy Muqtar shire showed me many minority signations including even jareer in London back in February.

but lets be realistic, since when did hawiye really live in jubbaland. this is being counted by deegans owned by the natives before the civil war. harti in kismayo, mareha in gedo and absame in the 2 jubbas.

all other rubbish that happened after 1991 will be cleansed .
