This has been discussed many times. Siad Bare led the way for Somalia to be destroyed completely,without him clinging to power until to the last minute when the rebels
knocked his door in Villa Somalia and later arrogantly thinking he can regroup against a battle hardened USC in the south, Somalia could have been saved. Remember the war
did not start in 1991 but in the 80s, which led to the formation of USC, SNM, SPM. What have Somalis learned now from the former over throwed gov?
1.Dictatorship has disastrous consequence in the end, no matter the early benefits.
2.A central government in Somalia might not ever work again. As people lost confidence in entrusting their affairs with others, hence Puntland's push for a federal Somalia.
3.You can't get away with committing crimes against other groups under the cover of the government, for sooner or later they will hit back harder with their rebel groups.
