He did. Did you see the press conference with Clinton ? She dodged the the 'dual track' engagement question and said that the US would engage directly with the Somali central government. A true victory for Xasan Sheik and the central government.

Yep, Embassy in Mogadishu and a Somali one in Washington most likely @ the same place: Watergate Center.

Direct aid, government can take World Bank/IMF loans/grants ...

lol@ naive colonel don't you realize if the Dual Track policy is abolished areas such as Puntland and parts of Jubbaland(it won't get the chance to have its
first separate aid) will be the most affected since they will all be ruled from Mogadishu and Mogadishu will most likely take most of the US aid directed to
Somalia :lol: . As we speak those communities are preparing protests in Minnesota.
