Their politicans who conocted the 6 region idea are just plain dumb. Bay/Bakool are fertile and receive rainfall. What they need to top that off is a Seaport, which they can possibly get in Sh Hoose working with their Digil population there as well as other clans. Instead they want Kismaayo and Marka too which is pissing off Darood and Hawiye who are more powerful than them. At the end, they are basically going to be told F off, Bay/Bakool only by the Gov watch.

They will get S Hoose if the Ethios decide to win it for them....just as Kenya won Kismayo for J/Land.
The Xamar freak show is in no position to tell anybody anything....except for maybe a few thousand IDPs.

Ethiopia only operates around Gedo/Bay/Bakool/Hiiraan/Galgaduud/Mudug because they are on their borders. They never penetrate that deep into Somalia on the coast. Besides I think Sh Hoose falls under Uganda/Burundi's sector anyway.
