I believe this federalism stuff is a short run phenomenon(zahira moaqata) not a strategical option because the US is against it now and is telling the EU( who think its a quick solution to get rid of al shabaab) that this will create instabilty.
As for IGAD they are supporting as their buffer zones but once more westren countries involve it will disappear
