1. Arresting immediate family members of homicide bombers, destroying their homes, seizing their assets and ensuring they suffer.

2. Targeted arrests or assassinations of those who advocate or preach homicide bombings.

3. Destruction of any media outlet that gives homicide bombers coverage or posts their videos.

4. Establishment of a special unit of muqabarad whose sole job is to hunt and kill the leadership of Al Shabab.

5. Make it a capital crime to preach or justify homicide bombings.

Not possible, the TFG leadership have recieved millions from foreign countries and yet they can't put their money to good use regarding security issues. Their whole police and defense staff is a joke.
Killing the leadership isn't going to do much damage to their group as the ideology has been spread a long time ago and is something we all have to live with from now on.

It would make a difference. Al Kalab can pick and chose when to commit homicide attacks and assasinations but if they are on the defensive and wondering if there is an inflitrator among them who is a member of the Muqabarad, the Al Shabab leadership would be less effective.
