I think somehow Madoobe never had any intention of coming to Xamar.......so the govt trying to ban him is a weak cosmetic move.

The main consideration at this point in the game....is that Madoobe is very much in control of Kismayo and that the holy city is calm and peaceful.

Recall how strongly the American UN Rep to Somalia criticized the legitimacy of the Kismaayo elections before it even happened. They know why the Fed gov refused to recognize the fake process.

You are also right, Jubbalans lagama maarmo. It cannot be sanctioned for long because of one shaqsi. That's idea is the biggest thing Madoobe has going for him unfortunately
