You don't. That's because they gave up. What is most likely going on is the EU/Donors visit with Deni was a predictably a success and a "face saving" out was crafted. Most likely even the Donors had already gotten the "bone" Farmajo would throw Deni to save face and they were carrying it.

What I am saying is "1" or maybe "2" of those things on the Puntland list were extended by Farmajo as something he would "give" so Puntland then says "out of goodwill, I will also compromise and get back in."

Puntland has no choice. The world already spoke. I bet 100% this is the save facing public dance so they don't look dragged in.

Also, their list is most likely divided into 3 parts based on how the public can be convinced of "they both compromised"

1. Points that are overreach (the military parts)
2. Points that are deferrential(security arrangements)
3. Points that are universal (affirming assembly/speech)

Group 1 is what Puntland "comprises down" from after most likely having been a thrown a 🦴 or 🦴🦴 from Groups 2 and 3.

Puntland has some valid reasons to have concerns. Could you imagine someone like warlord Indhacade or his circle ever coming to power in Villa Somalia and wielding the powers of the Federal Government against, let say, your very own state (Jubbaland) or Puntland, or Konfur Galbeed, etc? Will you be standing in support of the SFG during that time or will you be standing by your maamul goboleed? As much as this is a hypothetical, it's a possibility nonetheless.

It's not right for any clan to be pro centralism when they occupy the national presidency but later on become pro balkanisation when they occupy a regional state's presidency but another clan is president of the country
