QUESTION?

Can a war torn country, where people are divided along tribal lines, where there hasnt been a stable government for over 20 years posibly implement Islamic Sharia?
Not to mention, foreign occupation under the guise of "peace keeping", and outside inteference.

What are the most basic requirement for Islamic sharia to be implemented?

Is it just good enough for a country to be a muslim country (where the majority of the population are muslim) in order to have Islamic sharia or is there certain conditions that need to be met?

I have read that there should be peace, and that everything should be done bit by bit, educating the people on the way. You can't punish jahil people.


The Ulema have spoken about these kind of issues, there should be many factors in place for a prosperous nation to exist, and for Sharia to be implemented fully. For example, people are starving in Somalia, so how can they just start implementing the hudood for stealing? It is just sad.
