Based the scholars of Saudi have already explained this, it is not haram for the ruler to do so if its for the advantage of the muslims. For example Sh. Ibn Baz already told us that it is allowed if their benefit for the muslims and he said Saddam Hussein is a kaafir so we don't defend him, only khaarijis abuse this ayaat and take it out of context

But Grandpa, Saddam only invaded Kuwait and never attacked Saudi Arabia. He was only mad because Kuwait was illegally pumping oil from Iraq oil Reserves through cheating means.
