Succeed at what?
I'm not even sure what they're trying to accomplish in Djibouti.
Will they declare a ceasefire? Power sharing? Ethiopian withdrawl?

I just don't see any of these being agreed to, and even if they were, the real power behind both sides aren't willing to negotiate, so why the theatrics in Djibouti?

This are the two reasons Why Djibouti Meeting would Fail.

1. For ashabaab to accept peace, The last Ethiopian Soldier would have to leave the somalia Soil.
2. For America to allow Ethiopian to withdraw, The last Alshabaab Soldier would have to die.

Since any of this two would be un-achievable, the Djibouti Meeting would fail.

Keep my words in Memory and Let us wait and See.
