is the Guurti[ the lower house of Elders] and the Majlis al-Shura[ kinda like the Islamic Version of Parliamentary Democracy]

and the Amiir is the Amir al-Muminin or the leader of Military and the leader Religious life of Soomaliya... it's largely a ceremonial figurehead role

The Guurti and The Majlis Al Shura each elect a leader in respective houses, those can double as a President/Prime Minister

based on Sharica and Fiqiga Shafi'i
