Possibly, to increase traffic. There are many visitors/members who use the search feature to read specific themes or posts by specific usernames. No search means clicking many topics, which itself means more traffic. More traffic could mean more revenue.

The search feature is very exhaustive resource wise, maybe thats the reason.. or then again the admin might be wanting more acivity within the forum which would be ok for the time being but in the long run it's very harmful..
