You should make a new sticky topic with rules on how to behave in the general section. Like for example every topic that mentions clan-names should be moved to the clan-sections. And if there are people who turn a clan-free topic into clan-topic by mentioning clannames in their post, then you should only remove their posts and not the whole topic. If they repeat the violations you should send them warning etc.
This place needs a righteous Pol Pot who ruthlessly punishes any violations of the rules.
But before that,
Make the rules and regulations clear and visible to everyone then no one can blame you for anything when you punish violations of the rules by a Somnet member.
