what is the best city,town, for blacks?

With a population of only 5% I wouldn’t call it a majority black affluent place but when you take in to consideration that the total population is only 3713 186 people of African decent will stand out.

I find this place very appealing with the cute, colorful, almost gingerbread like homes.
