Xamar gets not even 1% of that.

You got peacekeepers, UN personnel and the huge aid programs based in Kabul and none in Xamar.

Aid has nothing to do with it. Its the human factor. Somalis are the most uncivilized people in the world, and that is why there the lowest country in the world. If there was a semblence of humanity and civilization in Somalia for the past 17 years, hordes of laborers from China would have been there building roads, bridges, sewage canals and so forth. However how do you deal with monkeys?
