Afghanistan never degenerated into a Mad Max world like Somalia. Even before the American invasion, they had one ruling system, the Taliban, that controlled most of the nation except the area where another group, the Northern Alliance of Ahmed Shah Masood controlled. The Afghanistan situation was never a free for all as in Somalia where even lower clan groups fight it out for meager resources but controlled systems overriding clan and class differences.

Dawlad, lakin even the Afghanis willingness to come under a single authority (Taleban), shows their desire and willingness to come under one authority. I'm sure there were many Afghanis that didn't even like the Taleban, but they realized that there the only option out there. At least they agreed on something! Somalis can't agree on anything.
