Why is so.wikipedia.org virtually empty?

The articles on so.wikipedia.org are sad, look at Puntland's article

Compared to english version:

http://en.wikipedia.org/wiki/Puntland

I think the Maakhir minister of information even updates the english Maakhir State page, but it doesn't even have an entry on so.wikipedia.org.

Why don't Af-Soomaali speakers create and update wiki articles? There are certainly enough of you guys online, and you all know your stuff.
