True or false about Somaliland and Puntland

Somaliland and Puntland clash again in region Sool

I can understand this but why is this journalist misinforming people by claiming that Sanaag and Sool is under puntland control

even the southernes know today that Sanaag and Sool is not fully under Puntland and has never been, it has always been the underdeveloped troublesome eastern districts wich is " surprise " inhabited by their smaller clansmen dhulbahante and warsangeli who have lately created Maakhir state out of less than half a gobol still without recognition from TFG.

Ceerigaabo and CeelAfweyn constitute 80 % of Sanaag
those names are so Isaaqian today I don't even need to fulfill more info.
Then we have Caynaba district of Sool wich is 100 % SL Isaaq and the largest district of Sool!
Xudun of Sool is also partly Isaaq
And as far as I know the Somaliland military base Adhi Cadeeye , where a military helicopter have been seen lately (!) has moved closer to Las Anod and is now barely 15 km away. + SL soldiers are inside Las Anod today last time was 2004.
Sanaag SL soldiers are encroaching into the socalled " Maakhir " and are already inside their tuulo capital Badhan all of their small tuulos are inside this thin district.
