Puntland the only State in Somalia with police cadets graduation every other month , yet according to Garoowe online and widhwidh where one can find illegal road blocks .
Can anybody explain ? Or should I start laughing too ?

For the clowns here,

when the your police/military salute, you salute back as their superior officer.

60% of the graduates are Hawiye according to my sources therefore it ain't a Puntland thing.

Read the news reports from the beginning of this year were the police were robbing and jacking people cause they didn't get paid.

This is in addition to the Puntland True Crime stories where folks break into prison to free relatives.
