Kenya graft 'amnesty bill' halted
Kenyan President Mwai Kibaki has rejected a law which in effect would have overlooked financial crimes by public officials committed before 2003.

These include two notorious cases, the Goldenberg and Anglo Leasing scams, which diverted huge sums from the exchequer into officials' back pockets.

The bill, passed by MPs earlier this month, also stopped elected officials from having to declare their assets.

Mr Kibaki faces elections this year. He won in 2002 on an anti-graft platform.

Civil society groups and the diplomatic community had criticised the bill and had asked Mr Kibaki not to sign it.

Millstone

The BBC's Adam Mynott in the capital, Nairobi, says the MPs' vote to approve the bill two weeks ago prompted uproar. People demanded that the president not sign it, even though the clauses were approved by many of Mr Kibaki's supporters.



The president has now sent the bill back to parliament asking for changes to clauses which would have prevented the Kenya Anti-Corruption Council (KACC) from pursuing prosecutions into the Goldenberg and Anglo Leasing scandals.

Our correspondent says corruption continues to be a millstone hanging round the neck of the Kenyan administration despite repeated promises by the country's leaders to eliminate it.

Even if the KACC retains its powers to carry out investigation before 2003, critics say it has shown no appetite to pursue senior figures in Kenya alleged to be behind large-scale corruption.

Raila beats Kibaki in new poll

ODM presidential candidate, Mr Raila Odinga, has taken a commanding lead in popularity according to the latest Steadman opinion poll.

The poll results released Friday morning show Mr Odinga leading at 47 per cent, President Kibaki at 38 per cent while ODM-Kenya’s Kalonzo Musyoka is third at eight per cent.

This is the first time that any candidate has overtaken President Kibaki who had been ahead in all previous opinion poll ratings.

ODM remained the most popular political party at 47 percent while the recently formed Party of National Unity is second at 20 percent.

A total sample of 2020 people representing the country’s districts was used. According to the Electoral Commission of Kenya, over 14 million voters are expected to participate in the December general elections.

The countrywide poll was conducted between September 21 and September 25 and voters were asked who they would vote for if elections were held then.

Another poll by the same pollsters commissioned by the Standard Group and carried out among Nairobi residents last weekend, showed President Kibaki and challenger Mr Raila Odinga locked in a close and tight race.

Raila was leading the President by four percentage points. In the survey, 44 per cent of those interviewed in Nairobi said they would vote for Raila, while 40 per cent said they would go for Kibaki.

The poll had rated Party of National Unity (Panu) as the second most popular political party in the city with ODM emerging the most popular.

In the last poll covering the whole country, in July by Steadman, Kibaki polled 42 per cent and Raila 25 per cent.

Abti it is gonna be ....one of the lesser evils....I cant tell who is good for the somalis......From what I hear Odinga is good for the the coast province which is mombasa and the sarounding area.....I ques what is good for the muslims is good for us too......
