In case you are politically naive, Maakhir is a threat to both SL and PL. This region has comparative advantage over many regions as it is the center of mineral and oil, besides its people are the backbone of Puntland's economy, even owning industries in Hargeisa. Maakhir is part of the devolutionary cycle that Weinstein theoritically mentions in his article.
In the future, it will also play a major role in representative Somali government. Also in case you think that secession of Sanag from Puntland would weaken the Harti, actually the opposite is true. It is harder to confront two states than one state.
