I don't think it will drive them out of the country per say but first of all they don't need that many skilled marskmen to do an effective job. It ain't sniping for a conventional sniper in a regular military unit undergoes far more training than just being able to kill with one shot .{ stealth, map reading , extraction
Anyway the ultimate goal being putting fear in your enemy's heart and limiting its maneuverabilty , I think they can do it .

Snipers are one tool in the tool box. It is not a decisive weapon. The Ethiopians can sustain a fairly high casualty rate for a long time, and have no qualms about killing a few score here or there in revenge attacks. The bottom line is, they can bleed you more than you can bleed them.
