Clearly, he is the 2nd man on the right. I'd recognize those legs anywhere.

The honorable president was sick at the time and he was being replaced by the newly elected prime minster, honorable Prime Minster Nur Cade. If you look close, the PM is sitting next to Zenawi acros Ms Rice
