1 The leader most denounce his kufr[going to church,left islam and so on]
2 we most have clear sight of his kufr without no place for interpretition or disagreement.
3 we most have the military base to make succesful operation
4 the goods of this operation must be bigger than the bads[failure]
5 we must have someone from amoungst ourselves to be the leader,no disgreement must arose over the leadership.

The messenger of Allah pbuh said to Hudayf r.a to obey a leader who beats his back and takes his money:
"You should hear and obey the ruler. Even if he flogs your back and takes your wealth you should still hear and obey."




The Companions asked him: O Messenger of Allaah! When you mentioned that there will be rulers, ‘you will approve of some things from them, and disapprove of others things.’ They said: So what do you command us to do?
