US policy and Ethiopias are aligned at the moment and no change in administration will have a major impact, but there will be some more criticism and cold hard geopolitical conciderations.

I believe Obama will be different since he has ties to the region. One of the reason that Condoleezza & co were able to get away with what they were doing was that bush and the rest of republicans in the administration only gave a shit about Sudan when it came to East Africa. As far as they were concerned, the rest of the countries were insignificant and that's where Condi got the chance to play god in the region.
Condi's policies have in fact drawn fire from conservatives notably John Bolton.
Obama, on the other hand will have a genuine concern in the politics of the region as it effects 'his people'. Whether that concern will translate into favorable policies towards Somalia is a different issue.
