The road is constructed by the ARNA which is the Awdal Road Network Association and for those who didnt know the Highway tht stretched from the south all the way to the north as LiQaaye_TDH pointed out stopped in Gebilay and didnt even reach Dilla so there was never a single road build by either the somaliland or somali goverment in Awdal, everything is being build by the Diaspora and the ARNA and all other Awdal community organization are not run by any goverment.

Iam not sure but this road is being build in the city of Borame itself but the highway that will connect Dilla to Borame and Borame to Baki and Baki to Dilla is also being build and probably will cost millions of dollars. But the ARNA community meeting between the Reer Nuur who are the inhabitants of Dilla raised about 400,000 this summer.

As i said the ARNA purpose is to connect Borame, Dilla, Baki, Lughaye, Saylac first and in order to accomplish that it will cost millions but we have started and inshallah will get there one step at a time.

This has nothing to do with somaliland its all Awdal community and the ARNA which is a private entity which realies only on the Diaspora community. Its basically like the Georgia Transprtation department.
