Would you welcome a Somalinet member into your city?

I get a private massage from someone who wants me to welcome her in my City. The thing is, the Person is using new account and she said she's an old member. What should I do. I am very suspicious. if the person is an established Somalinet member, I have no problem with that at all, but the fact that the person is hiding is very uncomfortable
