How to advise the Muslim Rulers?

These days alot of groups have emerged and one of these groups are called takfiris/Khawarij. They have innovated in the religion in many areas specially when it comes to the Rulers. The make takfir(making someone a Kaffir) a blank check. They also make it permissible to criticize the rulers. All these goes against the Sunnah and the way of the salaf. It also resembles the way of the Khawarij. the khawarij use to make the muslim blood Halal and they use to criticize the rulers and go against them.

Here is a good article concerning how to advise the Rulers. It is written by sheikh Ibn Baaz. Sheikh Ibn Baaz is one of the great scholars of our Era. Allah has blessed him with Knowledge and righteouness. He also gave a fatwa against Bin laden and his group, AL-Qaida.

The Takfiri group have infiltrated a lot of Muslims countries especially Somalia and brought with them their disastrous ideology. May allah(swt) guide muslims away from this group.

Prove? Don't tell me you're talking about the hadith that says: "Do not rebel a Muslim leader that rules using Shari'ah!" Is A/Yusuf ruling by Shariah? What about the verse in the Qur'an that says: "Anyone who rules by anything that isn't Shari'ah has disbelieved." Which is greater; a hadith or a verse from the Qur'an?

The ruler cannot be rebelled against but I don't think Cabdullahi Yusuf satisfies the three requirements of being a 'ruler'

1) He was not elected by Shura

2) He didn't take power by force

3) He was not made a successor by the prior Power that be (Previous Gov)


Therefore I don't think that Hadith applies to him but Allah knows best, I could be wrong.

What is the leader that can not be rebelled against?

-A Muslim leader who rules a Muslim land by Shar'iah.
-A Muslim leader who was elected through a council of pious Muslims.
-A Muslim leader who came to power through force, but still rules the land by way of Shari'ah.

Does A/Yusuf fit any of these 3 conditions? NO.

How can our amir rule by the shariah when the kharijis are attacking him?

As long the ruler is muslim,prayes and says the two shahatayn: WE MUST NOT REBEL AGAINST HIM.
As long the ruler does not commit clear kufr(leaving islam):WE MUST NOT REBEL AGAINST OUR AMIR.
