Phone taping is a very serious matter...
the equipment costs minimum 357 000 dollars ( from a specific model I once saw )
The interesting aspect is that it can be used to record voice information from all telecom lines ..
Let's say the ethiopian security is using the normal telecom lines from Somali companies and are organizing a raid or transport.

Al Shabab can then plan strike according to the information they got.
plant a road bomb or just " wait " in the area...

I doubt A/Y or General Gabre of Ethiopia uses Somali telecom companies
( which TFG by the way heavily put taxes on )

But down the hiearchy TFG officers and Ethiopian officers will suffer...
I doubt TFG or Meles would pay Sattelite phones for all ..
