Paind-Monk, you are right, wealth can bring peace, but the question is, is the current admisntration qualified to introduce prosperity adn control it to the benefit of the locals? It is about management and who is qulaified to do this rather than anything else. If people see real authority who is just, they won't have issues with the investment. People are distrustful.
---------------------------------------------

Somali society is an organic system of checks and balances. When someone crosses the line, they pay for it or their clan does. And Puntland is home to less than one million people, the oil will be shared or there will be hell to pay, and no one will risk the region's safety to pocket a few extra dollars, and EVEN if they do, there is much more wealth left to share.
Adde is pretty much trying to run PL state as his own personal enterprise. The instability coupled with humanitarian destitute of PL and his term as the head of state has only made the state far more worse after his arrival. Addes trying to solve the problems of PL with oil even if it benefits the state, Adde, bordering warlordism (not in comparison to Southern Somalia). Oil won't solve the issue as Adde has made it clear that he doesn't respect the hierarchies of each clan region and their incorporation within the deal(s) he as the head of PL state is making without their authority. Unlike the South clan blood isn't spilt but the leaders do face the consequences once they neglect their responsibilites ex. Majiyahan. If PL (Nugaal Basin) does discover significant deposites during their drillings it will bring the international community to venture into other diverse markets within PL that will offer the locals employment and build an infrastructure within that region as well as neighbouring states.

Warsengeli are part of puntland, I believe with the right kind of leadership the dissident warsengeli will come back to the fold. cadde muse has not been good for puntland. But the oil deal can heal old wounds so long as everybody gets a fair share.

Warsangelis are long gone 2004 and official announcement of departure 2007, Maakhir State. Both the clan leader, Sultan Abdisalaan and President Jibrel hold the fate of the entire region of Sanaag which didnt fall under PL state and Western Bari. Sultan Abdisalaan wouldn't mind having the blood of Adde before even contemplating re-joining with PL. Our fate has been sealed in good interest, Maakhirland is progressing and PL should do the same without the greed of trying to capture Maakhir state. Maakhir oil and Sanaags concession lies in the hand of President Jibrel and the deal with PL is void within our region. Thats the very reason other oil companies are in talks with both Suldan Abdisalaan and President Jibril and not PL over Sanaag and Western Bari.

I don't know what your smoking sxb, majority of dharoor block is in PL hands, a small region is being contested by warsengeli. But that will not last long, no oil company would risk ther money on some oraganized mini state. Anyways the drilling by afric oil is suppose to start august 2008. Things look good and warsengeli are an integral part of PL.

Key Organized, we are a state and Jibrel had talks with Lundin as well as Sultan Abdisalaan. Which resulted in the recent squirmish in Badhan. Maakhir does not only sit on the Dharoor block but also the western Blocks of Western Sanaag and Nugaal Basin. I dont need to discuss the validity of PLs deal but the Majiyahan site sits on several proven minerals, gold, diamonds and potential oil reserves. Whether PL sits on the largest of the block it doesnt matter what does matter is the sites that return positive testings and if Badhan,Majiyahan, Galgale,LQ ect holds the most prospect for oil out of the the Northern State it will only fall in the hands of the clan which already has a state and wheels power over determining the fate of it. Again the concession rights of Maakhir oil (Sanaag +Western Bari) is in the hand of Maakhir State as Africa Oil/Range Resource havent recieved the rights to this region yet.

This is Dhulos and Majarteens fighting over the deal, Maakhir has fought and stands firm against its PL agressors who venture into our grounds.
