that's law in qatar too and to my suprise few days ago i heard my father had to do it 18 years ago.
waaw to marry some one i have to take permission from the government!
and my father had to go to that process!

Keep in mind that the dynasty ruling Saudi Arabia is Saudi/Wahaabi, not just Saudi. If Osama is Wahaabbi as claimed, replacing the al Saud family with the bin Laden family is not going to accomplish much.
