the key is to germanize it as much as possible - without it losing its soul in the process - and to de-somalinize it altogether if possible. here's how it can be done:
i) end all clan fighting ASAP!
ii) form a government ASAP consisting of the current somali regions; min. ogadenia and NFD for now.
iii) offer any german - with true blue germanic heritage - free and immediate citizenship of somalia. (the only requirements - that they be german.)
iiii) to entice german emigration, designate 40% of current - or future - somali land for german emigrants.
iiiii) to further attract german emigration, offer them 50% of the natural resources of somalia - all current or future natural resources.
iiiiii) government should be very business friendly to encourage investments....somali taxes should also be business friendly AMAP. for example, a flat tax?
iiiiiii) and finally, when the germans settle down and start doing their "german thang" (which should happen fastly), the government should be thus: head of state (a german), second head of state (a somali), head of finances (a german), head of foreign affairs (a somali), head of defense (a german), head of the armed forces (a german).
if it takes place, as i've suggested, then somalia is bound to become the first great sub-saharan african country. all of somali land will also be united. somalia will not just be a power-player in africa but also in the world.
