The UN itself does not have the means to fund the ethiopian army in somalia unless the EU steps in.
That is unlikely because the majority of the European countries are in recession, plus meles already had two years with full diplomatic and financial backing from the Bush Administration to quell the somali islamist and nationalist re-insurgence and that has failed as we can all see too well
The UN only discredits itself in the eyes of the somali people even further to even contemplate such a stupid idea.
