I dont think the ICU had a president because they didnt even have a parliament before they want Nuts and attacking people.

nah they did...

they were the first sort of organized power in Xamar in 15 years at the time, they had a shura council...Aweys was the executive....Sharif the Chairman...ect

they also had a judicial system and they built court houses in Xamar
