The media report that I saw said the experts plannning the inauguration had studied the Hajj as an example of good crowd control.
At one point someone was estimating 4-5M in attendance. Recent Hajjes have been on the order of 3M. The most recent estimate I have heard for the inauguration is now down to "as many as 2M."
It is the size of the crowd, and not the event, that is being compared.
