There are many Ethiopian interests in Hargeisa/Berbera. There was this Ethiopian university, Ethiopian ''consul office'', Ethiopian shipments from Berbera, and most importantly Ethiopian puppets who visit Addis Abebba reguraly. If Alshabab wants to show consistency they should target all Ethiopian interests in all of Somalia. So they should blow up or wage war against Ethiopian targets, assasinate Ethiopian puppets etc.
