Al-Shabaab and RRA forces clash in Bakool

Most news orgs, including Mareeg.com are reporting this as a clash between "government" troops and al-Shabaab, but they are in fact the forces of deputy governor of Bay, Shine Moalin Nurow. As far as I know, he hasn't endorsed Sharif's election and isn't part of his government, and considering his position within the old Ethiopian-backed RRA I doubt he would.

This has a bit of backstory, Shine Moalin Nurow threatened to attack al-Shabaab last week to retake Baydhabo:

Its rather defensive strategy by Ethhiopia,cause shabaab is heading for the occupied somali lands in ethiopia

Mukhtar Roobow's forces are the ones in Bay, I wonder if Sharif gave him the green light to invade when they met?
