Defense Secretary Robert Gates said there is “no purely military solution” to the issue,adding the problem would only worsen without a stable government in Somalia. The U.S. military is drawing up proposals to help the fledgling Somali government train security forces and develop its own coast guard, defense officials said.

The piracy was a cry out for help for the International community. There must be a strong Government put in place and as Defense Secretary Robert Gates said there is “no purely military solution” to the issue.
