They could but it will trigger clan wars even further puntland with their financial power will do everything to capture xammer and keep it in check. Using the federal card. But there will be lots of corruption , they will finance their government, there will be lots of opposition , but it will keep Somalia divided the regions where the oil will benefit from it , it wont unite Somalis.

Somalis are already divided but this time around there will be an actual super power who will keep everyone in check for ever because the state will have the means to do so.

If Puntland can't Unit Somalia I really don't know who will exacpt allah.
