To be fair, I'd have had no idea it was her based on appearance and considering the situation I'd assume she was using false identification.

I'm not arguing that the Canadian officials and government handled the case incompetently, but the issue is somebody purposefully making things difficult for themself in a place where anybody in her situation would be stigmatized. It's an issue of ethics, not money. If Canada went bankrupt tomorrow I'd rejoice.

Clearly not what I meant. If the change is large that somebody doesn't believe the identification is yours due to lack of resemblance, you should be investigated for potential fraud.
